LeadingAge Kansas and the Kansas Healthcare Association met with leaders from the KDHE Medicaid Eligibility department and KDADS CARE team to discuss issues with processing delays and communication resulting in financial losses for providers. KDADS CARE team acknowledged there are three areas of the state where AAAs are facing delays due to staffing issues including SE Kansas, Wichita area, and Kansas City area. KDADS CARE team states they will honor backdating if providers can show documentation a delay occurred due to the AAA. Providers should be submitting CARE requests through the upload tool and not faxing them to ensure they are entered into the system in a timely manner. KDHE Eligibility stated they will follow up on our concerns with faxes not properly coming through on their end and discuss whether they can honor backdates if providers can show documentation the fax was sent. Discussion on how to better educate consumers and their families on the CARE and Medicaid process were discussed and how the processes could be streamlined.  

KDHE Eligibility states aged applications are down and we can expect to see those continue to decrease but did not provide updated numbers. LeadingAge Kansas intends to continually monitor these ongoing issues for providers and share any lingering concerns that are not addressed at the next KanCare Oversight committee hearing. Providers should review outstanding cases and connect with their unit supervisor to determine if a new application is needed as soon as possible.
