LeadingAge Kansas Submitted Comments on CMS SNF FY26 PPS Rule 

Last week, LeadingAge Kansas submitted comments on the annual CMS SNF PPS rule, highlighting concerns with a low proposed increase to rates and praising opportunities to reduce administrative burden via reporting that does not impact resident care, satisfaction, or safety. Read the comment here. 

Feedback Needed for Kansas Senate Delegations on Medicaid and Tax Implications 

We continue to be in conversations with our Kansas Senators and are seeking clarification or further details on how proposed language by the House in H.R.1 as it relates to charitable giving and not-for-profit tax exemptions for items such as fringe benefits to staff would be impacted. Please review the questions below and submit your response as soon as possible to Kylee Childs

  • Did your organization receive any donations from private foundations with earned investment income of greater than $50 million? (ex. Large corporate foundations) And if yes, how many and what are roughly their total assets? 
  • Do you offer parking and transit services to your employees? Do you offer any other fringe benefits that are currently not being taxed? (ex. Snacks in the employee break room) 

Give specific examples of how your organization has utilized or intends to utilize tax exempt municipal bonds for new construction or renovations and how that impacts residents. 

2025 Legislative Summary Report and Workforce Roundtable Report Now Available 

Review the Legislative Summary Report to see what was accomplished, including increases in funding at a time when cuts are taking place, and the Workforce Roundtable Report which will help direct our 2025 Workforce Committee, our Workforce Intern, and more workforce priorities for aging services in the coming years. 

Joint Bob Bethell Committee to Meet July 14 and 15 

The Joint Committee for KanCare Oversight, also referred to as the Bob Bethell Committee, will meet all day on July 14 and 15. While the meetings will be slightly more structured with organized presentations, there is still an opportunity to submit testimony and share updates or concerns our Kansas legislature should be aware of. Our policy committee will meet to discuss what to include in our testimony, but if there is something you feel we should include, please email Kylee Childs

Save the Date: LeadingAge Kansas Regional Legislative Lunches 

Provider members will be invited to attend an advocacy opportunity in their region this October. These lunches will take place from 11:00 AM to 1:00 PM in three different regions across the state. Each state legislator and federal delegate will be invited to attend. This is a great opportunity for provider members and their board members to engage with policymakers on issues impacting aging services at the state and federal level. More details and registration to come soon.

Bed Tax Deadline Quickly Approaching: Is Your CCRC Renewal Complete? 

Provider assessment tax determinations take place on June 30 and go into effect on July 1. Currently in Kansas, nursing home providers with 45 beds or less, over 25,000 Medicaid days, and with CCRC status receive a 1/6 tier rate on the tax. If you have questions on whether you qualify or issues with your CCRC registration, please let us know as soon as possible.

Kylee has a master’s degree in social work from the University of Missouri-Columbia, a bachelor's degree in criminology with a minor in Conflict Analysis and Trauma studies from Kansas State University, and a certificate in Grant Proposal Writing from Fort Hays State University.
