At the end of last year, the Kansas Division of Vehicles decided to re-interpret statute to ban adult care homes and similar care providers from receiving disability license plates for their vehicles. After introduction and committee approval of a bill restoring those rights, the Kansas Division of Vehicles has suddenly reversed that interpretation. 

On February 13th, the division sent a memo to all County offices announcing the change and clarifying that adult care homes ARE allowed these special license plates if transportation is a service the organization provides.
