CMS released the 2023 MA Star Rating calculations, which will strip 20% of plans of their quality bonus payments now that they have dropped below 4 stars. Of significance, the results show plans’ performance declining on all but 6 of 23 MA plan measures. And on four measures, plans declined by more than 2 points, including Members Choosing to Leave the Plan. MA Star Ratings impact a plans ability to achieve bonus payments of up to 5%, to retain higher percentages of rebate dollars that are used to cover supplemental benefits for their enrollees; and their ability to enroll Medicare beneficiaries year-round. The CMS update of quality data arrives timely with Open Enrollment for Medicare Advantage and Special Needs Plans beginning October 15th and running through December 7th for the 2023 plan year.
