The KDADS stakeholder meeting last Friday highlighted the new QIO Livanta. Bryan Fischer with Livanta highlighted their organizations handled expedited appeals for Medicare discharges or transfers. Providers with an existing memorandum of agreement can check to see if it is still valid by going to livantaqio.cms.gov. You can also apply for a new MOA if needed through the site. Kansas only requires one MOA to cover all services provided. 

A slight rate adjustment for the NF Medicaid add-on occurred due to spring consensus caseloads. The Medicaid add-on that will be factored into the rates posted towards the beginning of June will now be $15.18 per Medicaid resident per day. Rates for HCBS-FE waiver should be posted within the next two to three weeks.  

No updates from KDADS on NHSN reporting, but National shares it is set to expire December 2024. National has been trying to communicate with CMS on this reporting, but CMS declined to share much information due to the rulemaking process. LeadingAge Kansas will continue checking in for updates on this and advocating for it to end. 

Here is further information shared from KDADS on fingerprinting requirements related to ownership. We are still seeking further clarification from National and the State on what impact this will have specifically on not-for-profits. 

Consumers continue to be eager to push for landlord tenant application in state licensed only settings. We’ll continue monitoring these conversations and advocating against the application due to concerns identified by members. Landlord tenant application will now apply to any state licensed only setting providing HCBS due to the Final Settings Rule. The state is still working to put out guidance and additional information on what they are seeking from providers in policies and what the heightened scrutiny process will look like in finalized form.
