LeadingAge Kansas Submits Comments on RFI for Suggestions on Deregulation
LeadingAge Kansas used the feedback from members as well as incorporating provisions of the comments from LeadingAge National. The main focus was on rules that expanded authority or were not applicable to aging services in addition to the need for an overhaul for the survey and civil money penalty system. A copy of our comments have been forwarded to each federal delegation in Kansas as well as a request for follow up on the new proposed changes to Medicaid in the House Energy and Commerce Markup. LeadingAge Kansas Submits Comments on Proposed Regulation Change for Medication E-Kits
The Board of Pharmacy in Kansas posted proposed regulation changes for medication e-kits in long-term care settings. A public hearing is scheduled for July 10, 2025. Kansas Age-Friendly Nursing Workforce Forum

KDADS Upcoming HCBS Final Settings Rule Training Announcement
Dear Kansas HCBS Stakeholders,
The Kansas Department for Aging and Disability Services (KDADS) is excited to announce an important training series on applying the qualities of Home and Community-Based Services (HCBS) Settings Final Rule.
What is the HCBS Settings Final Rule? The HCBS Settings Final Rule establishes criteria for Medicaid funded locations to ensure they provide full access to the community, uphold individual rights, and promote choice for individuals.
Why Attend? This training series is designed not only to inform you about the HCBS Settings Final Rule criteria but also to provide scenario-based strategies to integrate its principles into daily roles as a waiver participant, guardian, direct care staff, case manager, care coordinator or administrator.
KDADS understands that the HCBS Settings Final Rule significantly impacts state staff, contractors, care providers, guardians and waiver participants by requiring adaptation of services to meet new standards. These standards include community integration, individual rights, choice and autonomy of HCBS waiver participants which might involve changes in policies, training, practice, implementation and modifications to physical environments.
Training sessions will be role-based, allowing attendees to receive tailored instruction and share ideas with others on topics such as:
- Promoting waiver participants to be more involved in their life choices and leading their supports
- Exploring strategies on how to increase community engagement and access for waiver participants
- Developing documentation that better aligns with the person-centered planning expectations of the HCBS Settings Final Rule
- Ideas for enhancing staff proficiency at delivering person-centered services
- Concepts on continued system updates in Kansas to meet HCBS Settings Final Rule compliance
If travel to Topeka, Kansas does not fit your schedule or preferences a virtual training option will be available. Possible scholarships for waiver participants and their caregivers and an ambassador program for direct care staff to attend in person is being researched.
