2020 is a census year. Nursing homes and inpatient hospices are all considered “group quarters” for the purposes of the Census. LeadingAge National is in conversation with the Census Bureau about whether assisted living residences also count as group quarters, and how Life Plan Communities should be counted. The Census Bureau will contact group quarters in advance to gather information that will assist in the enumeration process. This advance contact will occur in 3 phases:

  • Phase I – On January 14th, the Census Bureau will mail a letter to the administrators of group quarters. We are awaiting information on how administrators are identified and what a group quarter administrator should do if they do not receive a letter.
  • Phase II –February 3rd – March 6th, the Census Bureau will contact group quarters administrators to gather preliminary information and to schedule an in-person interview for enumeration if needed.
  • Phase III – February 21st – March 6th, census workers will visit group quarters with which they were unable to establish contact during Phase II.
