New QCA Payment Process Change at KDADS 

Last Friday, the following email was sent to the first grouping, about 100 nursing facilities, through KOTA: 
Effective State Fiscal Year 2025 Q2, for the Due Date of 01/30/2025, your facility(s) must make Quality Care Assessment (Bed Tax) payments through the Kansas State Treasurer’s Collections Remittance System (CRS) using electronic funds transfer (EFT).  

Attached is the required Security User Agreement, which must be completed for each State ID by an authorized Officer of the facility (CEO, CFO, COO). The agreement must include signatures from the Officer as well as all requested users. Submit the completed document on or before January 21, 2025, to:  KDADS.CollectionsRemittanceSystem@ks.gov

This document is required for every facility (even if your facility plans to continue making payments by check—check payments will now be registered by the facility in the CRS). 

Once KDADS receives, reviews, and approves the completed agreement, each authorized user will receive an email from KDADS with instructions for logging into CRS and making QCA payments. 

All facilities will be required to use the CRS and submission of the User Agreement will be required for every facility to make their QCA payments regardless of the facility’s choice of payment type. Group 1 facilities will need to submit their User Agreement for approval by January 21, 2025.

The 2025 Legislative Session is Off to a Quick Start 

Our team is back at the Capitol Building for another busy Legislative session. With a proposed 90 calendar day session, there’s so much to do before session ends on April 12. Session kicked off this Monday at 2:00 PM with each chamber swearing in their body members and leadership assuming their roles.  

Our Government Affairs team has already begun advocating and educating by meeting with newer representatives on the budget committees to share background on Medicaid funding. The team has also been meeting with more senior representatives to discuss prospective bills that LeadingAge Kansas would like to take up related to workforce.  

Despite being only 3 days into session, the budget bill has already been introduced in the House of Representatives, and that chamber will begin to work the bill through their respective budget committees throughout January. Their hope is to work the full package in House Appropriations through the beginning of February and send it to the Senate by February 13. 

With the speed of session and all of LeadingAge Kansas’ legislative priorities, we know it’s going to be a busy few months. We look forward to providing weekly updates on our progress.

This toolkit offers resources and supports for our members to identify and implement potential solutions to combat the workforce crisis, specifically in Kansas. We encourage members to review and consider the materials included in the Workforce Toolkit and reach out if additional support it needed.

Kylee has a master’s degree in social work from the University of Missouri-Columbia, a bachelor's degree in criminology with a minor in Conflict Analysis and Trauma studies from Kansas State University, and a certificate in Grant Proposal Writing from Fort Hays State University.
