LeadingAge Kansas met with leaders from KDADS and KDHE to go over concerns with the new Electronic Visit Verification (EVV) implementation process including congregate settings such as assisted living providers. The EVV program utilizes location technology to track the beginning and ending of services provided to a specific resident for personal care services (PCS) provided. Since EVV began around 2012, the Centers for Medicare and Medicaid (CMS) have acknowledged the different delivery method and reimbursement process for PCS provided in the home versus congregate settings by excluding congregate settings from adhering to these requirements. The discussion with KDADS and KDHE resulted in the same conclusion to exclude these providers and a formal bulletin is expected to go out near the beginning of the year.
