The KDADS LTSS Commission is responsible for implementation of statutes by development of state regulations, interpretation of state and federal laws, on-going maintenance of the seven waivers, calculation of Medicaid per diem reimbursement rates, managing the quality assessment bed tax, overseeing the Promoting Excellent Alternatives in Kansas (PEAK) nursing facility incentives and quality assurance are responsibilities of the LTSS Commission.  More than $2 billion dollars of the KDADS’s Medicaid budget, is directly dependent on the quality of work accomplished by this Commission.

The Assistant Commissioner will develop, monitor, evaluate and direct programs for establishing, calculating and implementing the Aging Network programs, including the Older Americans Act nutrition and in-home services, and the Nursing/Facilities Adult Care Home program, including the complex nursing facility rate setting methodology, in concert with KDADS’s rate-setting contractor. In addition, the position will be directly responsible for overseeing and monitoring the Medicaid State Plan Amendment (SPA) services and the impact these SPA services have on programs within the LTSS Commission, including HCBS waivers.  Other duties may be assigned by the LTSS Commissioner. She received her bachelor’s degree from Bard College at Simon’s Rock in Great Barrington, MA, and her Juris Doctorate from the University of Kansas School of Law. Over the years, Rachel has served in many volunteer roles in her community and in the state of Kansas to support senior needs, aging services education, and community mental health services. She is also a member of the Board of Governors for the Kansas Health Care Stabilization Fund.
