Senators Introduce Bill to Advance Palliative Care Training
On August 5, Senators Jacky Rosen (D-NV) and Lisa Murkowski (R-AK) introduced the Provider Training in Palliative Care Act. The legislation would allow National Health Service Corps members to defer their service for up to one year to train in palliative care, a training area that is not currently eligible for deferral purposes. The legislation would also directly incentivize young professionals to train in palliative care and increase the availability of palliative care in underserved areas. LeadingAge supports this bill.
CMS Releases FY 2024 State Performance Standards System Findings
The Centers for Medicare & Medicaid Services (CMS) released Fiscal Year (FY) 2024 performance metrics for state survey agencies on August 6. The State Performance Standards System (SPSS) is an annual assessment measuring state survey agencies’ performance on metrics related to survey process and quality. For FY 2024, state agencies were evaluated on 13 measures and were scored as having “met,” “partially met,” or “not met” the performance standard.
Of particular interest, 14 (27%) state agencies met the performance standard of conducting standard recertification surveys in each active nursing home at least once every 15.9 months. An additional 12 state agencies were scored as having partially met this standard. Combined, 50% of state agencies either met or partially met this standard, while 50% of state agencies did not meet this standard in FY 2024. Forty-three state agencies met the standard for timeliness of upload of nursing home recertification surveys, and one state agency partially met the standard. Eight state agencies did not meet this standard in FY 2024. Ninety-four percent of state agencies met the performance standard for use of the Immediate Jeopardy (IJ) template in nursing homes, and 82% of state agencies met the standard for starting IJ investigations in nursing homes within required time periods. Forty-four (85%) state agencies met standards for data submission, which assesses missing surveys and surveys missing CMS-2567 text, and 79% met performance standards for timeliness of nursing home revisits.
