In coordination with LeadingAge and the state partners, LeadingAge Kansas has contracted with Pathway Health, a consulting and education firm based in Minnesota, to help nursing home members navigate the Requirements of Participation (RoP) for Phase I of the new CMS final rule.

The first stage of this effort will include the development of policy and procedure templates for 17 areas of the rule, including:

  • Abuse, Neglect, Exploitation, and Misappropriation of Property
  • Admissions
  • Visitation Rights
  • Grievance Policy/Grievance Officer Appointment
  • Advance Directives
  • Room Change
  • Notification of Clinician
  • Bed Hold and Return
  • Transfer Process
  • Discharge Summary
  • PASARR
  • CPR
  • Bed Rail Assessment
  • Checklist/Process to Ensure Monitoring Variances in Resident’s Mood and Behavior
  • Drug Regimen Policy
  • Use and Storage of Food/Beverages Brought by Family and Others
  • Bed Inspection Policy

Resources for each area will vary depending on the scope of the changes and requirements but, in many cases, will include:

  • A RoP Item Overview including the changes from the former rule to final rule as well as highlights for leadership awareness.
  • A Policy and Procedure Checklist indicating elements and/or language that needs to be included in the new policy and steps the organization should take to achieve compliance.
  • A Policy and Procedure template.
  • A training template with speakers’ notes for operational implementation.

These resources will be disseminated as they are completed, beginning in early January. More information to follow, but please know that the need for tangible resources has been heard and will be delivered. Planning is already underway for additional resources and templates for the Phase 2 requirements although some of those resources cannot be produced until CMS releases the interpretive guidance in the revised state operations manual this summer. Additionally, the Spring Conference will have a heavy focus on the new RoPs.
