Analysis: Home Health CY 2026 Prospective Payment Rule 

On June 30, the Centers for Medicare and Medicaid Services (CMS) released the CY2026 Home Health Proposed Rule. This rule contains the largest proposed cuts ever to the home health system. State-by-State Analysis of Budget Reconciliation Bill 

On July 1, multiple state-by-state analyses were posted to demonstrate the effects of the Senate passed reconciliation package.  

  • State Health & Value Strategies partnered with Manatt to release estimates, by state, of cuts in each of the House and Senate passed versions. The resource includes written analysis and a spreadsheet with tables showing hospital cuts, coverage loss, and district-by-district. Their analysis compares losses for each state across the two versions allowing states to assess which bill would be worse in their state.  
  • KFF released their own brief estimating Medicaid losses by state and by the bill’s major provisions. According to a graphic, WY and AL would see 6% reductions in federal Medicaid spending in their states, while Louisiana and Virginia would lose 21% of their current federal Medicaid funding if the Senate bill were to become law. Data from the estimates are available and include both low and high estimates for federal reductions depending upon policy decisions states make. SNF Off-Cycle Revalidations Due August 1 

The August 1 deadline for Skilled Nursing Facility (SNF) Off-Cycle Revalidations is less than one month away. All Medicare-certified nursing homes must complete the off-cycle revalidation, including the new SNF attachment CMS-855A form by August 1. Though previously extended multiple times, it seems unlikely at this time that CMS will further extend this submission deadline. LeadingAge has developed resources to assist members in this process.
