On November 14th, the House passed a two-step continuing resolution (CR) to keep some federal programs, including HUD’s, funded until January 19th and others, including HHS’s, until February 2nd. Absent enacted fiscal year 2024 (FY24) appropriations bills, the federal government is facing a shutdown unless FY24’s second continuing resolution is enacted by midnight on November 17th, when the current CR expires. The Senate is also expected to pass the measure, which President Biden is not expected to veto despite the CR not including any relief for Ukraine or Israel.
